at least $153cap only

15 mph over the limit, first offense, posted limit below 65 mph, outside any work zone — the full arithmetic is on this page.

Pennsylvania writes speeding fines into state law itself — 1–5 mph over: at least $133 · 6–10 mph over: at least $135 · 11–15 mph over: at least $145. Where mandatory surcharges attach on top, this page itemizes them with their statutes. For 15 mph over the limit, the all-in figure is at least $153. What raises it: active work zone or highway safety corridor; school zone (15 mph limit); 31+ mph over the limit; driver under 18 at 26+ mph over. Points: Points for §3362 speeding by mph over: 6–10 over = 2; 11–15 = 3; 16–25 = 4; 26–30 = 5; 31 and over = 5 plus a mandatory departmental hearing. Five or less over carries no §1535 entry. Every row on this page carries its citation — 10 primary sources (statute text, court fine schedules, DMV publications), each with a retrieval date, plus the local-variation caveat that applies in Pennsylvania. This is a reference to what the law and the schedules print; it is not legal advice.

How Pennsylvania sets it Pennsylvania's speeding fine is a statutory FORMULA, not a table: $35 (or $42.50 if the posted limit is 65 mph or higher), plus $2 per mile for each mile more than 5 mph over the limit. On top of that computable fine, every conviction carries a banded state surcharge ($45/$60/$75 by mph over), a $20 EMS cost, $22.50 in summary motor-vehicle court costs, and a $10 court automation fee — so the real total runs roughly $100 above the advertised fine.

The fine, tier by tier

Speeding fines in Pennsylvania by speed over the limit. “Base fine” is what the statute or schedule names; “what you actually owe” includes the mandatory add-ons where state law fixes them.
Speed over the limit Base fine What you actually owe Citation
1–5 mph over the limit $35 – $43 state-set at least $133 cap only 75 Pa.C.S. §3362(c); §6506(a)(1); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

No per-mile component at 5 or less over: the fine is flat $35, or $42.50 where the posted limit is 65 mph or higher. Total floor = $35 fine + $45 surcharge + $20 EMS + $22.50 costs + $10 automation fee. The §6506(a)(4) bands start at 6 over; a conviction below that takes the general $45 traffic surcharge of §6506(a)(1) — either reading yields $45.

6–10 mph over the limit $37 – $53 state-set at least $135 cap only 75 Pa.C.S. §3362(c); §6506(a)(4)(i); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

Fine computed from the formula: low = $35 base at 6 over ($35 + $2×1); high = $42.50 base at 10 over ($42.50 + $2×5). Surcharge $45. Total floor uses the tier's lowest fine.

11–15 mph over the limit $47 – $63 state-set at least $145 cap only 75 Pa.C.S. §3362(c); §6506(a)(4)(i); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

Fine formula: low = $35 + $2×6 at 11 over; high = $42.50 + $2×10 at 15 over. Surcharge $45. 3 points.

16–25 mph over the limit $57 – $83 state-set at least $170 cap only 75 Pa.C.S. §3362(c); §6506(a)(4)(ii); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

Fine formula: low = $35 + $2×11 at 16 over; high = $42.50 + $2×20 at 25 over. Surcharge $60. 4 points.

26–30 mph over the limit $77 – $93 state-set at least $205 cap only 75 Pa.C.S. §3362(c); §6506(a)(4)(iii); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

Fine formula: low = $35 + $2×21 at 26 over; high = $42.50 + $2×25 at 30 over. Surcharge $75. 5 points.

31+ mph over the limit at least $87 cap only at least $215 cap only 75 Pa.C.S. §3362(c); §6506(a)(4)(iii); §1538(d); §3121; 42 Pa.C.S. §§1725.1(b)(2), 3733(a.1)

Open-ended: the $2-per-mile component keeps growing with speed ($87 fine at 31 over on a sub-65 limit; more above). Surcharge $75, 5 points, and PennDOT requires a departmental hearing with possible sanctions including a suspension of up to 15 days (§1538(d)).

The mandatory add-ons

These attach on top of whatever fine the court sets:

Add-on How it is computed Citation
Vehicle Code surcharge (banded by mph over) $45 for exceeding by 6–10 or 11–15 mph; $60 for 16–25; $75 for 26 or more (§6506(a)(4)); other speeding convictions take the general $45 traffic-violation surcharge of §6506(a)(1) 75 Pa.C.S. §6506(a)(1), (a)(4)
EMS cost $20 flat on any traffic violation except parking, for the Emergency Medical Services Operating Fund 75 Pa.C.S. §3121
Summary motor-vehicle court costs $22.50 for a summary conviction in motor vehicle cases ($27.50 if a hearing is demanded) 42 Pa.C.S. §1725.1(b)(2)–(3)
Court automation fee $10 charged by the minor judiciary in summary and traffic matters on conviction 42 Pa.C.S. §3733(a.1)(1)(iv)

Worked example: 15 mph over the limit, first offense, posted limit below 65 mph, outside any work zone

Line Amount Citation
Fine — $35 base + $2 × 10 miles in excess of 5 over $55 75 Pa.C.S. §3362(c)
Vehicle Code surcharge (11–15 mph over band) $45 75 Pa.C.S. §6506(a)(4)(i)
EMS cost $20 75 Pa.C.S. §3121
Summary motor-vehicle court costs $23 42 Pa.C.S. §1725.1(b)(2)
Court automation fee $10 42 Pa.C.S. §3733(a.1)(1)(iv)
Where it lands at least $153 cap only

The fine itself is computable from the statute: $35 + $2 for each of the 10 miles beyond 5 over = $55 (on a 65- or 70-mph highway the base is $42.50, making the fine $62.50 and the subtotal $160). The itemized statewide add-ons bring the floor to $152.50. It is shown as a floor because additional smaller statutory costs can attach depending on the case and county (e.g., a $10 city surcharge in Philadelphia or Pittsburgh, and $27.50 instead of $22.50 in costs when a hearing is held).

What raises it

License points

Points for §3362 speeding by mph over: 6–10 over = 2; 11–15 = 3; 16–25 = 4; 26–30 = 5; 31 and over = 5 plus a mandatory departmental hearing. Five or less over carries no §1535 entry.

Violation Points
6–10 mph over 2
11–15 mph over 3
16–25 mph over 4
26–30 mph over 5
31+ mph over 5

At a first accumulation of 6 points, PennDOT requires a written special examination or driver improvement school; at a second 6-point accumulation, a departmental hearing. At 11 or more points the license is suspended automatically: 5 days per point (first suspension), 10 days per point (second), 15 days per point (third), one year (subsequent). (75 Pa.C.S. §§1538(a)–(b), 1539)

Local variation — the honest caveat

The fine is a statewide formula, so the biggest variable is the road itself: $42.50 base on 65/70-mph highways versus $35 elsewhere. Totals still vary at the margins — a $10 surcharge is added in cities of the first and second class (Philadelphia, Pittsburgh), costs rise to $27.50 when a hearing is held, and other small statutory costs can attach case by case. (75 Pa.C.S. §6506(a)(8)–(9); 42 Pa.C.S. §1725.1(b)(2)–(3))
